Health chip false “Unreachable” when the site opens fine in the browser.

Fixed
- Health probe rewrites localhost → 127.0.0.1 (macOS was hitting ::1 while Vite listens on IPv4)
- Probe tries local HTTP before HTTPS sidecar / Valet URLs
- Slightly longer health timeout for cold Vite starts
