Settings screens now match the design board exactly — same markup, shell, and blueprint styling on every pane.

- Settings design parity — all eight settings panes (General through Phone companion) use literal design-board markup: shared
rig-themeshell, blueprint corners, lime checkboxes, and inline styles from the 40a–40h artboards - Cloud account — full 40d layout: signed-in card, sync four-states grid, signed-out block, and “What syncs” aside
- General width — same 900px content column as every other settings tab (no more narrow 860px drift)
