Cloud Devices remote control works reliably: Stop is quiet when already stopped, Restart always uses the full start path, and the dashboard shows live process health (not just LAN-share presence).

Fixed

• Remote Stop on an already-stopped project is success (no more scary “Not running” fail)
• Remote Restart uses the same start path as Start (lanes, script rescan, managed DB) so stopped projects actually come up
• Cloud Devices project rows prefer Mac health “running” over LAN-URL presence — monorepos without a share URL no longer look permanently stopped
• Clearer agent error when a catalog project isn’t linked on this Mac
